I was also reviewing my copy of Dunbar Rowland. It does appear to me that a state force was still in effect, subject to the local CSA commander. Tony, didn't that initial 1863 law affect companies of partisan rangers who were in effect operating without command and control. Once again I defer to your better knowledge of the situation. John
