I don't think it is unusual. He may have never needed help until that time. As for waiting so long to tell a lie, it could be that he knew that not many witnesses would be available. A look at the actual pension application may give us more clues. It still goes back to having something tangible to review. Compiled Military records, pension application, letters, diaries, affidavits, family bible, census records, etc.
