Yes, I believe so. Company "A" of the 6th Mississippi Regiment was the "Rankin Rough and Readys". His papers give the name as Daniel as well as D. P. Phillips.
Daniel and David M. Phillips of the 43th Mississippi Regiment appear to belong to companies from Monroe County.
