I'm not sure when the legislation authorizing same was passed, but it must have been well past 1890.
Not every soldier or widow received one.
The soldier or widow had to prove CS service for the veteran, then prove that the vet or widow was indigent.
Because not all of the old soldiers and widows were poor, many did not receive pensions.
