I don't have specifics on Wiley Parks, but it's not so unusual to have a soldier in a company that was born in the 18-teens in my research into Captain English's artillery battery, I have found five out the eighty-five that served in that company were born in the 18-teens and about a half dozen others that were born in the early to mid 1820s. so the Wiley Parks born in the 18 teens could still be your guy.
