Whether or not a veteran received payment(s), his application should be on file. Those papers should provide the information you want. If not, the State Auditor's files for his county of residence should have payment specifics. If I'm not mistaken, annual payments went to county authorities who were responsible for distribution to pensioners and return of any money not delivered for one reason or another.
