Curious Vicksburg Correspondence

Johnston's dispatches back to Richmond during the Vicksburg Campaign are curious. Some of them go to Seddon. Some of them go to Cooper. One of them was endorsed by Seddon and sent to Davis, who returned it demanding to know why a junction was not made with Pemberton.

What is the significance of some dispatches going to Seddon, and some going to Cooper? What was the significance of Davis rejecting a report? Would the report have been sent back to Johnston for comment, or was Davis simply documenting his disappointment? I don't see any response to Davis' comment in the O.R.
