Lovell was ordered by Jeff Davis and the War Department to send away most of his volunteer regiments after Mill Springs, Fort Henry, and Fort Donelson. Once Farragut's fleet got past Fort Jackson and Fort St. Philip, New Orleans was doomed. Davis made Lovell the scapegoat for the loss, but Lovell had done everything humanly possible.
