The Proclamation of Amnesty and Reconstruction (a.k.a. the 10% Plan or the Amnesty Proclamation) was announced on December 08, 1863 by President Lincoln. Does any one how quickly (referenced requested) did the soldiers of the Army of Tennessee sitting in Dalton find out about the proclamation?
