NOTE: It looks like somehow he enlisted himself. Someone else with more knowledge than me will have to fill you in on what that may mean. His appointment date is in harmony with Dunbar Rowland's history of the 24th Miss. Inf. as he states their field officers were elected NOV 6, 1861.
I don't know how to contact her but a lady named Marsha Faulk has submiited a pic of Capt. Roberts to the Dixie-Rising website. She states he is her 4th great-grandfather. Maybe you can contact the webmaster and they can put you in touch with Ms. Faulk. Here is the address...

I don't know of any connection to this man through my Roberts family line but if you run across any genealogy showing his ancestors came from South Carolina please give me a heads up.
