In his book, "The Civil War Coastal North Carolina", (2001) author John S. Carbone quotes Jefferson Davis as saying "it is not expedient to send troops to coastal North Carolina". I believe this was in a letter to Governor Henry T. Clark in 1861, but I cannot find the source and the author does not cite the quote. Has anyone heard this before?
