Although he had openly opposed secession before the election of Abraham Lincoln, his conduct after the election, especially after his breach with Buchanan, fell under suspicion, and he was accused of having sent large stores of government arms to Southern arsenals in anticipation of the Civil War.

In the last days of his term, he apparently had such an intention, but, during the year 1860, the Southern States actually received less than their full quota of arms. His resignation as Secretary of War, on December 29, 1860, was precipitated by the refusal of Buchanan to order Major Robert Anderson to abandon Fort Sumter, which eventually led to the start of the war.

Looks like to me he was using his influence to give up one of the last remaining US forts in the South. Buchanan (wishy, washy as he was) still wouldn't. Now David tell me why Floyd wanted Fort Sumter to be abandon. His concern for the men inside, or another wreath for his southern masters?

As for Donelson, I've read that Grant's gunboats and large force made an Union victory inevitable. Floyd passed the buck to one Gideon Pillow and prepared to escape by steamboat. Now David if he was surrendering his troops why would he, himself run out on them. Unless Floyd was convinced he would be tried for treason for smuggling arms to his secessionist friends. Of course Pillow also fled like a thief in the night. I don't believe I'm the only one citing Mr. Floyd's escape as his fear of the consequences of his tenure as Secretary of War catching up to him.
