Both the Germans and the Japanese during World War II purposely incorporated their industry in their cites for protection. Even going so far as to hide their war production at the expense of the civilians safety.
Airel Bombardment was a realitive new thing in World War II and was not that super accurate. Yes the Americans and the British did bombed the German and Japanese cities. But the Germans and the Japanese had done it first in London and in Nanking.
Turnabout is fairplay.
The South did not conduct themselves in this manner. The comparison doesn't hold true.
