Amen, Brew! Anyone who would treat good ol' bloodhounds, or any other dog, that way deserves to be chased and caught by them. When I was a little boy my grandad's store was not too far from the county farm (i.e. prison). They kept a pack of hounds to chase escapees. When they caught one, they might lick him pretty actively, but they wouldn't hurt him. The trustee who kept the hounds would come by Pawpaw's store with a list of items the other prisoners had asked him to buy for them. The dogs rode in a caged pick up truck. Pawpaw would save big beef bones for the dogs, which they loved to gnaw on. He let me give them to the dogs in the cage.

There's a current country song about a prisoner being assigned to the task of handling "Old Red". He has his brother sneak in a female hound, and stake her out in the woods. When the prisoner walked or worked "Old Red", he would take him to meet his "girl friend". Soon, that was the only direction Red would go in. When our protagonist escaped, the warden turned Red loose to chase him. Of course, he went opposite to the way Old Red had been trained by him to go, and he escaped, while Red was "visiting".
