After Sumter, I don't think Lincoln would have settled for anything less than a military defeat of the Confederacy.
The sitting Prez has a real good chance of winning during wartime if there's real progress for their side being made in the area of battle. I'd think there's no paper trail of 'payed for votes' by this point in time. I still say honest and politician is an oxymoron.
