Number of men who served in the War

Can anyone provide me with numbers of men who are said to ahve served in the war? How many USA? How many CSA?

All the numbers I have seen to me to be incredibly inflated. In my pursuit of gravesites and documenting service of records of men buried in Oklahoma and across the US, It seems that about every 5th guy (or so) served at least two enlistments. This is more common in states like Missouri (with regular service, EMM, PEM, etc.) and Arkansas (CSA service and then in 1863 USA service). Some of the men I have located served in 4 or 5 regiments.

Wouldn't this lower the number of men who served during the war considerably?

Most of the numbers I have seen roughly estimate USA at 3. million and CSA at 2 million.
