Interesting, Dennis. I think we already have a workable model in federalism, as it was set up before the feds got too big for their britches. The 10th amendment, if followed, would allow the states, independently or in groups, to provide those services not wanted or needed in other areas. The national gevernment, could then provide for the common defence; it's major original goal. Arnold better be careful; his rhetoric may be adopted by his neighbors to the south, and he might find himself learning a third language: Spanish. Stan
