Chase,

In the mountainous area where I grew up, the civilians of the period gathered the soil under their meat curing buildings and processed it to recover any salt lost during the curing process. That's how scarce it was for them. Even though the saltworks in my hometown, Saltville, Virginia, were operating constantly the majority of the salt went to government service. The locals had to fend for themselves.
