It is certainly NOT a noble, merciful, or magnanimous victor who oppresses his defeated and defenceless foe.

In my opinion the making the slaves the issue for the prosecution of the war by Abraham Lincoln Emancipation Proclaimation, The use of Black Soldiers in combat against the southern soldier, the oppression of the reconstruction, the land reform programs like 40 acres and a Mule, and Republican occupation governments in the south supported by armed troops with only blacks and "LOYAL unionist" be able to vote, and the disenfranchisement of southern white, did more to establish the racial divides that exist in this country than anything the south did.

Why do you think the Poll Tax sprang up in the 1880's in the south? It was to counter the practise of buying the black votes for 10 cents a head. The Blacks could vote under the poll tax system. They just had to pay the $1 poll tax the same as the white man. And that was too expensive for the politicians to pay for a vote.

And before you even say that it discriminated against the poor blacks, there were many poor sharecropper whites that couldn't pay the tax and didn't vote either.
