Civil War- War Crimes

According to what I can find the United States does not have a statue of limitations on war crimes involving death. All Confederate soldiers were given amnesty and pardoned for any infraction. I don't recall if Union soldiers were given such protection. Does anybody know if Union soldiers or the United States Army are protected and does anybody believe that there are possibilities of prosecution or retribution for the crimes of Union soldiers against civilians or Confederate soldiers? Has there been in the past?
