I have a question concerning a quote that was supposed to have been taken from a 1913 United Confederate Veterans magazine. The statement was made concerning plans to pay reparations towards former slaves,and is below.

...In the 1913 Confederate Veteran magazine published by the UCV, it was printed that this plan "If not Democratic, it is [the] Confederate" thing to do”...

This statement can be found on several websites dealing with black confederate soldiers, and southern treatment of former slaves after the war, but my problem is that I can not find it in any of the 12 U.C. Veterans magazines that I have for 1913.

Is the date wrong, or is this a fabrication, or do I need to re-read all of these issues for the third time? If anyone knows which issue this is in, please let me know.
