I'll answer my own question for you. Several newspapers, mostly in New York City, published a presidential proclamation basically calling for the draft of 400,000 troops, it was a forgery; with a false signature of the President and the Secretary of War. This was considered by Lincoln aiding the enemy by attempting to cause social unrest in the North. The papers in question were taken over by military units and the leaders arrested. Within a couple of days the man who forged the material was arrested, and seeing the newspapers had been duped, Lincoln released the publishers from jail.
