So the military orders from Richmond, to the Confederate military forces in the field, to harshly punish Union officers who commanded black combat units extended to supervisors and foremen of unarmed, non-combative black work gangs and slaves who helped maintain and support the railroads, fortifications, transport ships, wagon trains, supply depots, horse and mule depots, raw material production, hospitals, etc. of the Northern military?
