The fact seems to be that, when push came to shove on this law, even the southern courts found the idea that a citizen of a northern state, and a soldier, no matter what color, could NOT be held as "traitors" to a newly formed government they were never a member of. That was Phil's point. He called no one traitors.
PS My own question now is, however, if the rebs were not in rebellion, why did they call it the rebel yell?
