Frank, that was the always two edge sword of States Rights Argument and the Confederacy. How does a Confederate Government with is formed on the basis of States Rights demand that states contribute their men (in a draft) to the National Army?

The Answer, in my opinion, is that in the Constitution, both US and CS the central Government, has certain responcibilities such as "providing for common defense". This means that the Government had certains rights, to not just ask but in fact demand, certain things of the states for their common good (their defence). But, those rights were limited only to the duties specifically given the federal government. Otherwise the State were the authority. Now as we know there were some Confederate Governors, who bucked against the Conscription act, and who refused to send their men out of state.
