Yes, so how come after it passed the required majority, four other states still had not ratified it and were not legally under its authority? Under your opinion the matter should have ended with New Hampshire's vote, but it did not. In fact it took two years for the four to finally join in and be under the laws of the U.S. Constitution and while so they were considered foriegn nations (Supreme Court Cross Et Al vs Harrison). Rhode Island did not send delegates to the Constitutional Convention. Those states were not represented in Congress until their states ratified the Constitution. Simply because it was ratified by some did not guarantee nor require all states to follow suite.
