I disagree. I believe Lincoln made this act only to keep the radical abolititionist New England states from seceding from the rest of the North, he was under threat of losing it all because he would not openly free the slaves, so he made the EP, a very weak anti-slavery law at best, to shut up his enemies within his own Union.
