I don't think the law enforcement will break down; I think we will become more of a police state with their powers expanded. Look around at all the military type police forces we now have and the tactics they use that should be clue enough. Now we are to get a new "civilian" military force in the future, what on earth can that be? It can't be good. Just as the War for Southern Independence was fought for rights, there is a chance we also may have to fight for our rights.
