Iraq has already written its constutution, and has had elections under it. Sorry I don't know any provisions under it, but you could Google it, I suppose. I dread to think what might happen if we had a constitutional convention today, given our current political sitution. We might end up as a "democratic socialist" government, God forbid. Among the first things the conventioneers would do is repeal the Second Amendment, given the Heller decision, which, remember, was decided by a five to four vote. God save the Supreme Court!
