Chief, Warren Burger also once said the Second Amendment was a collective right, garaunteeing only that the States could form militias. Since he's now deceased, Idoubt his opinion would carry much weight. As some states have in fact rescinded their calls, do we still need only two?
Some things cn lie in wit for years The original Bill of Rights proposed in 1789 consisted of Twelve Amendmets; only ten were ratified. One of the first two, however, kept hanging around:
"AMENDMENT XXVII
Originally proposed Sept. 25, 1789. Ratified May 7, 1992.
No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of representatives shall have intervened."

One of those first two amendments was passed over two hundred years after being proposed, and became the XXVII Amendment. Conversely, the Equal Rights Amendment had a limit of seven years to be ratified. It failed. Womens' groups tried to get the time extended, but the Supreme Court denied the request.
