The issue of bussing did take in the whole country. The reference I made was more to bring up the point that Wallace had that it should have been a state issue and not a federal mandate. If I remember right there were problems in race relations in Northern areas also such as Philly. That is the time the party shift began to really move in the South. I have less knowledge on the state of mind in the North.
