Your are talking about a government which had to learn their trade skills and make that Government work in a time of War in a span of time that lasted only 51 months (February 1861 - April 1865). It had to in that short period of time raise an army and a navy to defend its border, while trying to develope all of these skills and benefits that we expect of a government.

The Confederate Government did all of this much better than our own government during its Revolution. I wonder how well the The Congress of the United States provided for the American Army at, OH lets say Valley Forge for example?
