That depends on one perspective of the events and who you determine as the Aggressor.

Someone responding to aggression and defending themselves and their rights are not a violator in my opinion. Otherwise you would have to say the Martin Luther King was just as much at fault as was Bull Conners with his firehoses in the '60's civil rights marches.
