There were innumerable Confederates that would have qualified for the Confederate Roll of Honor, but most regiments elected not to participate in the selection of individuals after the Confederate Roll of Honor was introduced.

The MOH is such a subjective award. Most soldiers that one would expect to receive the award never have their name put forward. If entire regiments should have got it, how about the 1st Delaware Infantry at the Battle of Antietam? They made several bayonet charges on the Sunken Road with unloaded weapons!!!! It goes without saying, that loses were heavy.
