International Relations

George Washington 1
Franklin D. Roosevelt 2
Abraham Lincoln 3
Harry S. Truman 4
Theodore Roosevelt 5
Eisenhower 6
Monroe 7
Reagan 8
George Bush 9
Woodrow Wilson 10

This category is the most baffling of all. The United States did not become a world class power until 1898-1900. George Washington and Abraham Lincoln beat out Teddy Roosevelt, Eisenhower, Reagan, Wilson and Nixon? McKinley was president when the United States became a colonial power. I cannot see giving such high numbers to men who governed over such small state and commerce departments. Peace with the world does not seem to qualify since the voters included FDR as number 2.

Lincoln violated international and neutrality laws several times and almost brought on a war with Great Britain. Lincoln was also violating laws within European countries by openly recruiting mercenaries from the local populations. Lincoln even lost the argument with Europe that the Confederacy was not a legitimate or legal government when Great Britain declared both the Union and Confederate governments’ equal belligerents under international law; plus Lincoln's government was chastised by the Vatican for the amount of death and suffering of this war.
What in the world were they looking at when they made their choices?
