The Mississippi Territory, when formed as United States Territory, was declared by the local peoples, mostly immigrated from Georgia, a free territory, no slavery. That changed with the influx of Virginians and Carolinians who, by money and power, brought the slavery institution to the territory. I believe that slavery did not exist in Florida as well. The change to history may have been very different indeed if the ratifications did not occur as they did.
