Re: Unionist and Unconditional Unionist

I am sure that Lincoln was running as a "Unionist at all cost", but he still was the Republican party candidate. However, in these delegates cases I strongly suspect that they were appointee's of the Unionist Governors of those States. Remember that West Virginia wasn't admitted to the Union until July 1863 well after the start of the 1st Session of the 38th Congress in March 1863.

Even at that IF these delegates were appointee's, Which in my mind would raise a legality question in the four border states, which did not seceed according to the United States Government, but yet were evidently Governed by an occupation state Government, Then how was it determined whether that Delegate was simply a "Unionist" or an "Unconditional Unionist". What was the difference between the two designations?
