Actually it was Brigadier General Montgomery C. Meigs, Quartmaster General of the Union forces, who recommended the property in Arlington, owned by Mary Custis Lee, wife of Robert E. Lee, be used as a military burial ground. His son, 1st Lt. John Rodgers Meigs, was buried in the rose garden at Arlington after being killed at Swift Run Gap in VA. General Meigs was born in Augusta, GA.
