The Alien and Sedition Act was passed in 1798 and signed by President Adams.

The Whiskey Rebellion was in 1797. President Washington was acting under the authority granted by Congress in the Militia Act of 1792 (amended in 1795). This was the same authority invoked by President Lincoln to call out the Militia in April of 1861.
