The ONLY way to control any out of control government, Federal, State, or local, is to quit feeding it and control spending by that Government. It is all about money, who has it and who doesn't.
I know that this is radical and unlikely, but if 35 States want to regain their independence they need to form a convention to amend the Constitution by repealing at least that Amendmant, to control government spending first. That is what State Rights and State Soverignity is all about. The States controlling the federal government, and not the Federal Government telling the States what they are going to do.
But it may be too late in any case. It may be easier to reform the country, than to correct the problems that are so entrenched. But in any case to return to the original Constitution and Bill of Rights, with some modifications, such as eliminating the slavery clause that was in the original version.
