You're right, James; however, this occurred in most of the States (North and South). Some of the reasons included (1) men who were younger than 18 and thought they would receive less scruteny in an area where they weren't known; (2) the bounty jumpers who enlisted to collect a bounty, deserted and then then re-enlisted to collect another bounty;n they definitely wouldn't go back to the same area to re-enlist; (3) in some cases, family members, who didn't live near each other but wanted to serve together, would pick a convenient area, meet there, and enlist together. (This could be could be inter- or intra-state.) I'm sure there were many other reasons, too.
