I was somewhat surprised at the low number of blacks living in Franklin County, Ohio considering it had been almost two years since the EP and with the active Underground Railroad prior to the War.

I guess no matter how active the Underground Railroad, slaves still had to be legaly returned if found in the States under the Fugitive Slave Act. So I reckoin it was best they moseyed up to Canada.
