A quick check shows that from 1867-68, in the states of Mississippi, Georgia, Florida, Texas, Louisiana, and Virgina the Governors were replaced with New England men by orders of the Federal Military. Alabama's governor was not removed but kept on as a puppet to the Federally appointed governor.

One cause for all of this could have been the 1868 elections and the attempt to secure the election for the Republicans. Texas, Mississippi and Virginia were kept out of the election because they had not been "readmitted" to the Union. The numbers of Democrats allowed to vote would have been very small under the acts of Congress. Even so, Grant lost New York, New Jersey, Delaware, Maryland, Kentucky, Oregon, Louisiana, and Georgia to the Democrat Governor Horatio Seymour.
