"The Government (or agency) at Washington, or any other constitutional government, [cannot] be regarded, in any sense, as sovereign."

Except, of course, in its relationship with other "sovereign" nations, or are The People, through their elected representatives, considered to be the only sovereign American entities involved in and, hence, the direct determinants of American foreign policy - well, David, we know that is not true - particularly during these times.
