Emails and letters, on the scale you suggest (Millions, Tens of Millisons ),would require an organization (management, staff) to develop a plan, a schedule, contents, tracking to be sure they were actually sent, followup to assess results, and all the same for the second wave of emails and letters, ad nauseum, and on and on. How might that be put together?
