Jim, I think you can safely make a case for almost any war being a tragic failure of diplomacy--the triumph of one agenda over another. It's been said that old men start them, and young men finish them. By old, I believe they are referring to the (harumphing) political class that is usually (but not always) removed from the realities of the conflict, realizing that they will not have to pursue it to its conclusion. Unfortunately, warfare is part and parcel of the human condition. And anyone who thinks otherwise ought to try smoking something a little less hallucinogenic. Just sayin.
