I would believe that IF there was whole-sale starvation in the State. Food takes a back seat to cotton for arms?
If I could see proclamations of food needed for prisoners from the Confederate Senate, or from Jeff Davis, and Commandant Wirz, I would be in sympathy for the South’s inaction on the subject of not feeding prisoners. One would find the South’s failure to provide adequately for Yank prisoners just as damning as the North’s purposely with-holding food in retaliation. If they couldn’t transport provisions, or grow enough, or have planned for the long haul of war, someone was not ready materially to Secede, faced with the opposition it was up against.
The reasons are many why No one makes the grade here in the treatment of prisoners.
