Fairness Doctrine in the Constitution?

From; A declaration of the causes which impel the State of Texas to secede from the Federal Union

"By consolidating their strength, they have placed the slave-holding States in a hopeless minority in the federal congress, and rendered representation of no avail in protecting Southern rights against their exactions and encroachments."

Majority rules?

If the Majority of voters have enough power (votes) to change something in the Country , be it getting rid of slavery, or guns, or gas driven vehicles, (or whatever!), Isn’t that what part of Democracy is? I see no fairness doctrine in the Constitution per say.

Where does “majority rules” begin, or end? The framers of the Constitution must have figured the people could work things out.
