Phil Sheridan, for molding the Federal cavalry in Virginia into an effective fighting force. Under his leadership, Federal mounted forces completely erased the Confederate advantage enjoyed during the first two years. By the second half of 1864, Sheridan's cavalry could overrun Confederate infantry and completely dominated any Confederate cavalry in Virginia. Twentieth century mobile warefare was based on Sheridan's use of cavalry.
