You used the term "discouraged" with regard to manumission. I used the term "encouraged" as in "encouraged to leave ASAP" with regard to residency.

As long as neighbors agreed with your plans and former slaves understood they needed to leave the state, manumission was alright.
If any former slaves failed to leave, they went to prison.
